AI Governance has moved from board-slide topic to operational reality for Indian enterprises. Between the DPDP Act, the sectoral guidance from RBI and SEBI, the MeitY Advisory on generative AI and the emerging Digital India Act, boards are asking a sharper version of the same question: who owns AI risk here, and what does our programme actually look like? This guide is the practitioner's answer.

What AI governance means in the Indian context

AI governance is the operating system that lets an organisation adopt AI at speed without breaking data protection, IP, sectoral compliance or customer trust. It covers policy, tooling, procurement, training and monitoring — not just a one-page framework document.

The Indian regulatory landscape you need to know

  • DPDP Act — the foundational data-protection layer that covers every AI processing personal data.
  • RBI guidance — model risk, outsourcing, and IT governance guidelines applied to AI in BFSI.
  • SEBI — AI-and-ML disclosures and system-audit expectations for market intermediaries.
  • MeitY advisories — labelling, testing and consent expectations for GenAI deployments.
  • Sectoral privacy frameworks — health, telecom and education carry additional obligations.

The 7 pillars of an enterprise AI-governance programme

  1. AI policy stack — acceptable use, developer, procurement, incident, deepfake and public-communication policies.
  2. Approved-tool register — the living whitelist and data-classification matrix.
  3. Risk-tiering framework — a simple scoring model for every AI use-case (low / medium / high / prohibited).
  4. Human-in-the-loop design — where humans must approve, review or override AI actions.
  5. Vendor assessment — DPA, sub-processor list, training-data provenance, red-team results, DPDP alignment.
  6. Monitoring & audit — usage telemetry, prompt / output logs, model-drift monitoring.
  7. Training & awareness — because policy without behaviour change is theatre.

The RACI that unblocks AI governance

The most common reason AI governance stalls is unclear ownership. A workable Indian-enterprise pattern:

  • CISO — owns AI security, threat modelling and incident response.
  • DPO / Legal — owns DPDP alignment and sectoral compliance.
  • CIO / CTO — owns the approved-tool stack and integrations.
  • CHRO / L&D — owns employee training and behavioural adoption.
  • Business-unit heads — own use-case prioritisation and ROI.
  • AI Governance Council — chaired by COO or CIO, meets monthly.

90-day rollout plan

  1. Days 1–15: executive briefing, current-state assessment, shadow-AI baseline.
  2. Days 16–45: policy stack drafted, approved-tool register published, DPDP-aligned training booked.
  3. Days 46–75: risk-tiering applied to top 20 use-cases, vendor assessments completed, monitoring in place.
  4. Days 76–90: AI Governance Council convenes, quarterly review cadence live, board-level dashboard published.

What good looks like — one year in

  • 90%+ AI usage on approved-tool tenants.
  • 100% workforce trained on DPDP-aligned AI usage.
  • Risk-tiering applied to every new AI initiative before build.
  • Monthly governance council with published minutes.
  • Zero major incidents; near-misses reported openly.

FAQ

Do we need a Chief AI Officer? Not necessarily — a named executive sponsor and an active governance council matter more than a title.

Can this be done without slowing adoption? Yes — the point of governance is to enable safe speed, not brake it.

Do you help draft the policies? Yes — a full policy-stack template pack is included in the governance engagement.
